The Project: Game Time 4 Time Game

It's the dawn of the 22nd century. Rebel scientist Dr. James Trainer has enhanced his children's intelligence, 17-year-old twins, Jaya and Jeven, to levels deemed illegal by the state. When a protective shield fails, J&J are discovered and must go on the run. After being hounded through the skies and under the ocean by SWAT-bots and a Compliance Verification Team, they're forced to escape using their high school class project that mimics The Philadelphia Experiment. They create a time-bridge across hyperspace that connects with family members from an earlier era, setting off earth rattling events.
